The City of Westminster Real Estate Development Team

The Real Estate Development Team promotes mixed-use development, revitalizes underutilized areas, and serves as project managers for Downtown Westminster, Westminster Station Area, and other focus areas. As the City of Westminster’s real estate professionals, the team facilitates responsible real estate development projects that contribute to livable, walkable, and inclusive neighborhoods that meet the needs of current and future generations. Heather Cronenberg

Real Estate Development Manager

Heather leads the development of the Downtown Westminster and Westminster Station focus areas, along with the city’s real estate services. She brings more than 20 years of experience in commercial real estate, mixed-use projects, and public-private partnerships. Her background includes roles in both the private sector and the previous work with the City of Westminster, where she managed city-owned real estate, development reviews, and major transportation projects.

Heather has secured millions in funding for open space acquisitions, holds a Colorado real estate broker’s license, and is active in regional leadership initiatives, including the Urban Land Institute’s Women’s Leadership Initiative. She earned her bachelor’s degree at the University of Georgia and is completing an Executive Masters of Public Administration at the University of Colorado Denver.

Philippe Brady

Real Estate Development Administrator

As the Real Estate Development Administrator for the City, Philippe manages the full real estate lifecycle of projects from acquisition to development and disposition. Philippe provides financial and development expertise to the Downtown Real Estate Team. Prior to joining the City, Philippe worked in real estate private equity as an acquisition analyst specializing in financial underwriting of all asset classes across the country. Philippe holds an MBA with emphasis in Real Estate and Finance from CU Boulder and a Bachelor of Engineering from the University of Texas.

Mona Choury

Focus Area Administrator

Mona has served the City of Westminster for more than 20 years, specializing in economic development, real estate, and community engagement. She leads initiatives that drive Downtown Westminster’s success and vibrancy through a combination of outreach, management, and activation efforts. Mona actively engages and builds relationships with businesses, partner associations, residents, and property managers to foster collaboration and maintain open communication with the City of Westminster. By actively supporting the attraction and retention of retail and commercial tenants, Mona’s work strengthens the economic vitality of the area and encourages investment for future growth. Mona leads the maintenance operations in the area to ensure a clean, safe, and well managed environment that positions Downtown Westminster as a dynamic destination for all.

John Vann

Community Vibrancy Administrator

John comes to Real Estate Development with a rich background and history of creating public parks and spaces. John has 40 years of experience working on both the public and private sides of municipal park design and construction. His role is to create vibrant and exciting public spaces throughout the new Westminster Downtown and the Westminster Station area. John assists with planning and troubleshooting development issues to ensure smooth construction and operations. Most importantly, John is always on the lookout for new opportunities for Westminster residents to enjoy.

Sean McCartney

Program Planner & Designer

Sean is a seasoned land planner with a strong background in working collaboratively across various sectors, including City employees, citizen groups, government agencies, and business stakeholders. He uses imagery as part of his language skills by taking the most technical subject and creating imagery that allows participants, of all ages, to understand even the most confusing details. He also plays a pivotal role in the development of projects, strategies, and policies that shape the city’s growth by providing “what if” and buildout scenarios that give potential developers an idea of what development potential a property may yield. Known for his strategic thinking, clear communication, and attention to detail, Sean continues to contribute to shaping the City’s urban landscape and improving services through effective planning and design.

Alyson Duran

Real Estate Technician

Alyson joined the Real Estate Development team in 2024 with expertise in transaction management, marketing, and cross-department coordination. In her role as the Real Estate Technician, she maintains a database of City-owned assets and manages the City’s contracts in order to maintain or develop these assets. Alyson also assists with updating real estate procedures, budget management, and invoice reconciliation. Finally, Alyson applies her marketing skills to enhance community communication through website design and the creation of promotional materials for Downtown Westminster and the Westminster Station area.

Before joining the team, Alyson worked in commercial real estate supporting executive-level brokers at CBRE, anticipating their needs and ensuring compliance with Colorado real estate guidelines. She graduated from the University of Northern Colorado with a bachelor’s degree in business marketing and a bachelor’s degree in Spanish.

Tori Short

Senior Management Analyst

Tori Short joined the City of Westminster team as the Senior Management Analyst in 2025. She brings more than 10 years of experience in government, research, grants management, and negotiation to the team. Before joining the team, Tori worked in higher-education research. Tori holds a Doctoral Degree in Leadership from the University of the Cumberlands, a Master’s Degree in English Linguistics and Literature with an emphasis in technical and editorial writing from Morehead State University, and a Bachelor of Arts in History from Transylvania University. She serves on the board of directors for the Rocky Mountain Arts Association and is a proud member of the Denver Feminist Chorus.

The Westminster Chamber of Commerce and the Downtown Westminster Business Association

In May of 2025, the City of Westminster and WEDA partnered with the Westminster Chamber of Commerce and the Downtown Westminster Business Association (DWBA) through an activation contract. In addition to activating the Downtown Area, the Westminster Chamber and the DWBA support and uplift local businesses through programs focused on advocacy, economic development, and direct services to their members.


The Westminster Economic Development Authority (WEDA)

Westminster’s urban renewal authority, WEDA, was created to provide a regulatory and financial vehicle for improving and redeveloping properties and facilities within defined urban renewal areas (URAs). Westminster City Council serves as the Board of Directors. WEDA’s principal revenue sources are sales tax increment and property tax increment within each of the URAs. Westminster General Improvement District (GID)

The Westminster GID is a governmental entity established to finance and maintain public improvements, operating costs, and capital projects within a specific area of the city, such as Downtown Westminster and other Districts. The Westminster City Council serves as the Board of Directors.
